This is completely normal and indicates that Windows is reading all the files from the hard disk that are needed to start the PC.
After a few moments, something like the image below should appear on the screen. If that does not happen, then it could be that your computer still starts up fine, but the screen simply does not work.
The moment Windows does not start the PC completely
